A New Chapter for Montana Homeownership
Building What’s Been Missing in Montana Housing
Across Montana, families and individuals are finding it harder than ever to secure homes that fit both their needs and their budgets. Traditional housing programs focus on financing — loans and down-payment assistance — but that only solves half the problem.
Montana doesn’t just need more funding sources.
It needs more homes — and a better way to create them.
The Real Challenge
It’s Not Just Affordability — It’s Availability.
Most programs address only the financial side of the equation: interest rates, lending criteria, and credit access. But lending-only solutions don’t get at a main driver of Montana’s attainable housing shortage.
If there are no attainable homes available, financing alone can’t fix the issue. The shortage of new, modern housing is what drives prices up and keeps families out of homeownership.
HABCRO was designed to close that gap — directly building the kinds of homes Montana families need today while creating smarter financing to make them truly attainable.
Our Approach
Two Key Investments Working Together
To truly solve Montana’s housing shortage, both the financial solutions and home availability must be addressed through one integrated system.
Investment 1
The Development & Building Investment
HABCRO funds and builds new attainable homes in each participating county, ensuring every project meets MCRP standards and delivers homes at a 20% or greater discount to market value.
Investment 2
The Mortgage Investment
We match the State’s per-home contribution under the MCRP to buy-down the cost of mortgages, reduce down payments, and improve affordability for Montana buyers.
Together, these two investments bring balance, sustainability, and scale to attainable housing
— ensuring every public dollar creates tangible results and lasting community benefit.
Working Together
Collaborating with Communities to Build Montana’s Housing Future
Montana’s housing challenge affects more than just affordability — it touches the people, businesses, and local economies that define our communities. The Montana Community Reinvestment Plan (MCRP) was established to expand attainable housing statewide, and HABCRO was created to help counties put that plan into action.
We believe that real progress happens through collaboration. That’s why we work directly with local leaders, counties, and partners to design and deliver housing strategies rooted in each community’s unique needs and opportunities.
Together, we’re not just building homes — we’re building a foundation for sustainable growth and long-term community strength.
Collaborative Planning
As Montana’s certified Community Reinvestment Organization (CRO), HABCRO provides focused support to help counties maximize the impact of their MCRP allocations. From strategic planning through project execution, we guide local partners to ensure every investment delivers measurable results and long-term community benefit.
Community Insights
Each Montana region faces unique housing challenges — from workforce demands to infrastructure and land constraints. We collaborate directly with county officials and local partners to identify opportunities, shape housing strategies, and design solutions that align with real community priorities and local growth goals.
Scalable Development
HABCRO delivers attainable homes designed for Montana families. Through a streamlined and scalable development process, we manage every step — from design and development to occupancy — ensuring each home meets state-approved and comprehensive MCRP standards and contributes to sustainable community reinvestment.
