Access Home Program
A Home Program Designed for Montana
The Access Home Program was created to make homeownership attainable for more Montana families by pairing smart and affordable financing with newly constructed homes under the Montana Community Reinvestment Plan (MCRP). The MCRP enables regional community reinvestment organizations like HABCRO to reduce the cost of housing to an affordable range for eligible Montana workers.
Through an infrastructure reinvestment model, the Access Home Program enables eligible borrowers to purchase a home at a 20% or greater discount to market value. This lowers monthly payments and total mortgage costs while protecting long-term affordability and reinvestment in Montana communities. Access then uses MCRP funds allocated to each community to further buy down mortgages for eligible home buyers.
How to Get Started
Step 1
Connect with a Participating Lender
Homebuyers start by working with an eligible mortgage lender that offers the Access Home Program loan product. The lender helps determine whether the homebuyer is eligible for the program and qualifies for the Access Home Program loan product. If so, the lender completes the pre-qualification application on the homebuyer's behalf.
Step 2
Complete Homebuyer Counseling
Next, the homebuyer meets with an Access Home Program-approved counselor for homebuyer education. The homebuyer learns more about the home loan program, budgeting, and how infrastructure reinvestment works.
Step 3
Choose Your New Home.
Once approved and counseling is complete, an applicant becomes a qualified homebuyer for the Access Home Program, and our team connects them with available homes from the HABCRO inventory. Homebuyers then have 60 days to choose from these new homes, with up to two 30-day extensions.
Homebuyer Eligibility
Approved First Mortgage
Borrowers must work through a participating first-mortgage lender offering the Access Home Program 30-year mortgage loan. The monthly payment of principal, interest, taxes and insurance will not cost more than 30% of total household income.
Eligible Property & Location
Property must be owner-occupied and located in a HABCRO participating county. Click the button below to see participating Counties.
Required Counseling
The borrower must complete an approved homebuyer education and counseling session.
Income Limits
An eligible household is one with an income between 60% and 140% of the median household income for either the county or the state, whichever is lower.
Borrower Contribution
The borrower must contribute at least 1% of the purchase price from personal funds and is responsible for closing costs such as origination fees, title, escrow, recording, flood certifications, and appraisal fees.
Infrastructure Reinvestment Agreement
The borrower must understand and accept program terms and the Infrastructure Reinvestment structure that helps sustain affordability for future homebuyers.
Earned Home Appreciation Share & Reinvestment
Access Home Program helps homebuyers with their purchase by typically providing a 20% or greater discount to market value when establishing the home’s purchase price—this is the program’s investment in providing attainable workforce housing. When the homebuyer sells or moves, the program’s initial investment is recovered to ensure the next Montana family has access to an affordable home.
Homebuyer is not liable for Access Home Program assistance.
Homebuyer earns a share of the appreciation of the home at a rate of 1% per year of occupancy measured from the initial sale price.
When the home is sold, the housing infrastructure is returned directly to the program housing stock to help other Montana families achieve homeownership.
